I think this just disabled the Intel Driver. When I updated to Windows 10 ver 1607, I found that AMD Catalyst had been uninstalled (possibly not compatible) and the blank screen problem returned. Now when I open device manager the driver details of Intel HD Graphics 3000 are: Driver Version: 9. Dated 05/27/15 Provided By Intel.
Although Intel stated it is not compatible with Windows 10, Microsoft actually provide an In-Box drivers for this graphic card and normally after Windows 10 installation you will have Intel HD 3000 installed on device manager.
I already looked up on Intel website for Intel HD 3000 graphics drivers and nowhere they listed drivers for Windows 10. Only Windows Xp, Vista, Windows 7 and Windows 8/8.1 drivers are available. So I did a little bit of research on other resources to find out is there any drivers released by Microsoft or Computer Manufacturer such as HP, MSI, Dell and so on.Get the Drivers from Microsoft.
Microsoft do provide drivers for Intel HD 3000 via Windows Updates. In case Windows Update failed to detect and provide updates for your graphic, you can manually download it from Microsoft Update Catalog.

You will see a lot of drivers listed, look at Windows 10 and you will find the first one shows 0 kb, meaning actually no driver to download. Ignore that and look at the second and the third one. Even the file name look the same, but the 2nd is for 32-bit and the third is for 64-bit.
Installation:
1. Download the drivers by pressing the download button.
3. The file is in the .cab format, and you need to extract it first using Winrar or 7zip.
4. Open device manager, right click on Standard VGA / or Intel HD graphic and select update driver.
6. Click browse and point to the extracted driver folder.
7. Click next and continue with on screen instruction until installation finish.
Intel HD 3000 Drivers from Laptop Manufacturer
Dell do released official Windows 10 drivers for HD 3000 graphic. They stated that ' This package provides the driver for the Intel HD Graphics and is supported on XPS L321x that are running following Windows Operating system: Windows 10 64-bit.'
If other ther laptop manufacturer provide support for this particular graphic card, I will update the list.

Installation has two parts:

- Driver and library(runtime) packages
The SDK includes components to develop applications: IDE integration, offline compiler, debugger, and other tools. Usually on a development machine the driver/runtime package is also installed for testing. For deployment you can pick the package that best matches the target environment.

Intel validates the intel-opencl-r5.0 driver on CentOS 7.2 and 7.3 when running the following 64-bit kernels:
- Linux 4.7 kernel patched for OpenCL
- Linux 4.4 kernel patched for Intel® Media Server Studio 2017 R3
Although Intel validates and provides technical support only for the above Linux kernels on CentOS 7.2 and 7.3, other distributions may be adapted by utilizing our generic operating system installation steps as well as MSS 2017 R3 installation steps.

In addition: Intel also validates Ubuntu 16.04.2 when running the following 64-bit kernel:
•Ubuntu 16.04.2 default 4.8 kernel
Ubuntu 16.04 with the default kernel works fairly well but some core features (i.e. device enqueue, SVM memory coherency, VTune support) won’t work without kernel patches. This configuration has been minimally validated to prove that it is viable to suggest for experimental use, but it is not fully supported or certified.
